Upcycling, recycling, downcycling or reuse: what is the difference?

The distinction between upcycling and recycling is rarely drawn, and downcycling and reuse get mixed in straight away. The four terms mean very different things, however. Anyone who has to be precise in a sustainability report or a tender should know the difference, because it determines how much of a material's original value is retained.

Reuse: the product stays the product

With reuse, an item continues to be used for its original purpose. A jacket is donated and worn on, a returnable crate goes back into circulation.

Ecologically this is the best option, because no processing is required. With company material it often fails because uniforms with a logo cannot simply be passed on, and because nobody hangs up a banner from an old campaign any more.

Recycling: the material is broken down

In recycling, the item is shredded and returned to its raw materials, from which new material is made. With single-polymer materials such as PET this works well.

With textiles it is harder. Occupational clothing almost always consists of blended fabrics, and on top of that there are reflective strips, zips, buttons and coatings. These components have to be separated, which costs effort and energy.

Downcycling: recycling with loss of value

Downcycling is the case that occurs most frequently but is rarely called by that name. The material is recovered, but the result is worth considerably less than the input material.

High-quality workwear becomes insulation material or cleaning rags. An advertising tarpaulin becomes a floor mat or grass pavers. That is better than incineration, but the route runs in one direction only. Anyone reading the word recycling in a quotation often gets exactly this.

Upcycling: the value rises

With upcycling, the fabric stays as it is. It is cleaned, cut and made into a new product worth more than the input material. A banner due for disposal becomes a bag that is sold or given away.

The difference to recycling lies in the absent breakdown step. No energy is spent returning the material to its constituent parts, and the properties are retained. A banner is waterproof and tear-resistant, and that is what makes a bag made from it durable.

The upper limit is the effort involved. Every input material is different, cutting has to be planned individually, and manufacturing cannot be automated the way it can with new goods.

How this can be classified

The European waste hierarchy places prevention first, then reuse, then recycling, then other recovery, and finally disposal.

Upcycling is not a separate item within it, but in effect it sits between reuse and recycling. The material retains its form but is given a new function.

For reporting purposes this means: anyone wanting to demonstrate that material has stayed in the loop has an easier time with upcycling, because the result is visible and countable. Quantity of material in, number of products out.

What is missing from this comparison is disposal. Incineration with energy recovery is technically termed other recovery and sits below all four routes named above in the hierarchy. A large share of advertising banners in Germany take this route, because it is the simplest.

How to spot downcycling in a quotation

The word never appears there. Instead it is worth looking at what is produced at the end. If the result is insulation material, cleaning rags, floor matting, grass pavers, riding arena mats or granulate for injection moulding, it is downcycling.

Three questions settle this in conversation with a provider: what exactly is made from the material? Could the original product be made from it again? And what percentage of the delivered quantity actually ends up in the final product?

The last question is the most revealing. In textile recycling, substantial shares are lost as sorting and process waste, whereas with cutting for upcycled products the offcut rate is considerably lower and can additionally be used on in smaller products.

How this can be worded in a report

For sustainability reports and tenders, what counts is the classification within the waste hierarchy, not the marketing term.

A defensible wording is: “From 1,800 square metres of decommissioned advertising banners, 3,400 products were made. The material was not shredded into fibres but processed on in its existing form, and is therefore to be classified at the reuse stage. Without this project it would have been sent for energy recovery.”

Open to challenge, by contrast: “We recycled our banners sustainably.” The sentence names neither quantity nor process nor counterfactual, and from 27 September 2026 blanket environmental claims without substantiation are also a competition law risk.

Why the distinction becomes practical

Since 1 January 2025, used textiles must be collected separately in the EU. That increases the volume of separated textiles, and with it the question of what happens to them afterwards. On top of that comes the destruction ban for unsold textiles.

Anyone choosing only between disposal and recycling at that point overlooks the stage that gets the most out of their material. With technical textiles and clothing from companies, that is in most cases reuse in processed form.
